Anime art looks great with smooth, bold color. Markers and colored pencils both work well, and pencils let you layer soft shading. Try coloring hair in two or three tones of the same color, and leave tiny white highlights in the eyes and hair so they sparkle. If you're printing on regular paper, test your markers on a scrap first so they don't bleed through.
